1. FIRE
 

Any person discovering a fire should:

  1. Activate the nearest break glass fire alarm switch (where they are installed).
  2. Rescue any person in immediate danger, if it is safe to do so.
  3. Isolate the fire (close doors), alert other people in the immediate area.
  4. Contact College Reception by dialing 9 (or 5362 2222 if calling from outside line or mobile phone) giving the following details:
    • Location of fire (building name and floor)
    • Extent of fire (or nature of incident)
    • Are there any injured persons (e.g. is an ambulance or medical assistance required)
    • Name of person reporting the fire or incident.
  5. Fight fire if safe to do so.
  6. Take direction from the Emergency Warden.

2. BUILDING EVACUATION
 

UPON HEARING THE ALARM SIGNAL or WHEN NOTIFIED OF AN EMERGENCY:

  1. Cease work.
  2. Shut off equipment (where possible).
  3. Close all doors and windows.
  4. Proceed directly to the Assembly Point via the exit designated by the Emergency Warden.
  5. Await direction from the Chief Warden or delegate.

Evacuation of lecture Theatres, Classrooms and Teaching Laboratories

These areas require explicit organisation because of the potential for large numbers of people to be assembled in a small area. The person in charge of the class shall maintain control of the class, and take direction from the Emergency Warden.

Teachers should assess class numbers prior to the commencement of the class.

UPON HEARING THE ALARM SIGNAL or WHEN NOTIFIED OF AN EMERGENCY , the person in charge of the class should direct students to:

  1. Stand fast and push chairs, large bags, etc under desks or benches.
  2. Turn off electrical devices and laboratory operations that are not safe to be left unattended.
  3. In controlled sequence, move along gangways to main aisles and exit in an orderly manner through the nearest appropriate exit.

These procedures are essential in an after hours situation (e.g. outside 8.30am to 4.30pm Monday to Friday) when the normal support of the building emergency team will not be available.

In an after hours situation, the person in charge should ensure that on leaving the building, the evacuated persons stay together as a group until contacted by the emergency service - Fire Brigade or Police. This is necessary to account for all persons in the building at the time. When directed to do so recover any personal effects left in the building.

3. BOMB OR OTHER SUBSTANCE THREAT
 

Although most bomb threats are hoaxes aimed at causing disruption to the normal day-to-day routine of an organisation, they must be taken seriously. The most common form of threat is by telephone, warning that a bomb has been placed in a building.

Recording the Call

The more information you obtain from the caller, the better the threat can be assessed. As an aid to accurately recording the necessary information, the Australian Federal Police Bomb, Chemical, Biological & Radiological threat checklist can be accessed here.

If a bomb or other substance threat call is received, it is important that the person receiving the call try to remain calm and does not hang up even if the caller hangs up. This 'open' line may assist in tracing the origin of the call.

Reporting the Call

Immediately report the call using another telephone to the Campus Manager on 5362 2235 or the Principal on 5362 2201.

The Campus Manager, Principal, police or fire brigade will advise whether a building evacuation is necessary. However, if there is any difficulty contacting the Campus Manager or Principal, or the threat caller indicated that the bomb will go off or the other substance will be released in the immediate future; the affected area (or building) should be evacuated using the normal building evacuation procedures.

Written Threats

If a bomb threat is received in writing it should be kept including any envelope or container. Once a message is recognised as a bomb threat further unnecessary handling should be avoided. Every possible effort should be made to retain evidence for possible fingerprints, handwriting or typing, paper and postmarks. Such evidence should be protected by placing it in an envelope, preferably plastic.

Immediately report the threat to the Campus Manager on 5362 2235 or the Principal on 5362 2201.

Unidentified Packages

If what appears to be a bomb is found e.g. an unidentified package then:

  • under no circumstances should it be touched;
  • clear the immediate area;
  • report the incident to the Campus Emergency Controller, Principal (or the deputy Campus Emergency Controller, Campus Manager, if the Principal is not available) who will take control of the situation.

4. CHEMICAL SPILL: LIQUID OR SOLID
 
  1. Rescue anybody in immediate danger if safe to do so.
  2. Alert others in vicinity if the spill may present a hazard to them. Consider immediate partial evacuation of the building by word of mouth.
  3. If safe to do so, limit the spread of the chemical by spreading vermiculite or other absorbent material over the spill to prevent it flowing into floor drains or other openings.
  4. Isolate the area if hazardous volatiles are released by closing doors and windows. If flammable vapours are released do not operate any electrical switches. Where fitted, activate emergency shut-off or isolate possible ignition sources at switchboard.
  5. Consider whether to evacuate the building. To initiate evacuation of the building follow the normal evacuation procedures. Fire Brigade personnel summoned will have breathing apparatus.
  6. Access the material safety data sheet to determine hazard of spill, first aid, and clean up.
  7. Clean up spill if safe to do so
  8. Follow appropriate Waste Disposal procedures.

5. BIOLOGICAL INCIDENTS (EXPOSURE TO BLOOD AND OTHER BODILY FLUIDS)
 

All blood and bodily fluids are regarded as potential sources of blood-borne pathogens. Blood borne pathogens may be transmitted by direct exposure via perforation of intact skin by contaminated sharp objects and by contamination of open wounds, cuts and abrasions or mucous membranes.

In case of injury to skin :

  1. Encourage bleeding with outwards squeezing at the site of injury.
  2. Wash the affected area with soap and water or copious amounts of water.

In case of splashes with blood :

  1. If blood gets on the skin, but there is no cut or puncture, wash with soap and water.
  2. If the eyes are contaminated, rinse gently (while open) with tap water (or sterile saline) repeatedly over a period of 20 minutes.
  3. If blood gets in the mouth, spit it out and then rinse mouth with water repeatedly for 10 minutes.

Note that urgent immunisation and/or medication may be required. Treatments with Hepatitis B Immune Globulin and Triple drug therapy for HIV are most effective if given soon after exposure.

All Staff and Students are required to report to their supervisors all accidents of exposure to blood, body fluids or tissues, including parenteral (needle stick or cut), mucous membrane (splash to the eye, nose or mouth) or cutaneous exposures involving large amounts of blood or prolonged contact with blood. An Injury or Incident Notification form must be completed and given to the Campus Manager as soon as possible.

6. GAS LEAKS
 
  1. Rescue any person in immediate danger if safe to do so.
  2. Turn off gas at source if possible.
  3. Isolate the area if hazardous volatiles are released by closing doors and windows. If flammable vapours are released do not operate any electrical switches. Where fitted, activate emergency shut-off or isolate possible ignition sources at switchboard.
  4. Call College Reception by dialing 9 (or 5362 2222 if calling from outside line or mobile phone) to report the leak.
  5. Consider evacuation:
  6. Partial evacuation of area by word of mouth
  7. Building evacuation - follow normal evacuation procedures
  8. The material safety data sheet will have information on the toxicity and flammability of the gas, and provision of first aid.
  9. Do no re-enter area until advised by an emergency team member or other emergency professional that it is safe to do so.

7. THREAT OF AGGRESSIVE OR VIOLENT BEHAVIOUR - CIVIL DISTURBANCE
 

In the event of being confronted by an aggressive or potentially violent person:

  1. Try to remain calm.
  2. Alert supervisor.
  3. Be firm but polite with the person and let them know that their behaviour is not acceptable.
  4. If the behaviour of the person is such that outside intervention is required, contact or arrange to have contacted College Reception by dialing 9 (or 5362 2222 if calling from outside line or mobile phone).
  5. You should not feel obliged to rectify the situation on your own.
  6. Abusive phone calls:
    • Hang up the phone.
    • Notify your supervisor.
    • If calls persist, contact Campus Manager

8. INJURY
 
  1. Move injured person away from danger if safe to do so.
  2. Call ambulance on 000. State the location clearly. Have someone meet the ambulance outside the building.
  3. Seek help from trained first aid staff (refer Section 16 of this manual for details of first aid staff).
  4. All injuries on campus need to be reported to the Campus Manager using the Injury or Incident Notification form. In addition, the employer is required by the Occupational Health and Safety Act to report serious injuries, and incidents with the potential for serious injury, in writing to the Victorian Workcover Authority within 48 hours.

9. FLOOD
 
  1. Turn off water at source if possible.
  2. If possible, isolate electrical sources at the switch board.
  3. If available and considered useful, local spill kits should be used to restrict the flow of water.
  4. Isolate area by closing doors.
  5. Call College Reception by dialing 9 (or 5362 2222 if calling from outside line or mobile phone) to report the flood.
  6. Consider evacuation:
    • Partial evacuation of floor by word of mouth
    • Building evacuation - follow the normal evacuation procedures.

10 POWER FAILURE
 
  1. Contact College Reception by dialing 9 (or 5362 2222 if calling from outside line or mobile phone) to report the failure.
  2. Consider evacuation:
    • Partial evacuation of floor by word of mouth.
    • Building evacuation - follow normal evacuation procedures.

11. MOTOR VEHICLE INCIDENT
 
  1. Contact emergency services on 000, as required.
  2. Assist any injured people, until arrival of ambulance.
  3. Prevent unauthorised persons from causing congestion at the accident scene.
  4. Assist and liaise with authorities at scene.
  5. If possible, move the vehicle from the carriageway and secure. Be aware of hazards such as other traffic and potential fuel leaks.
  6. At scene of accident seek full details of any other vehicle(s) including registration numbers, names and address of both drivers and/or owners.
  7. Remain at scene until completely clear of people, vehicle and debris.
  8. Admission of liability must not be made.
  9. During office hours, report the accident including any injuries, damage and the details of other vehicles involved to College Reception on 5362 2222. At other times, report to one of the contacts listed below.

12. CRITICAL INCIDENT PROCEDURE
 

A critical incident is any incident experienced by staff or students which causes unusually intense emotional and psychological responses. Examples of a critical incident are workplace accidents, assaults, homicide, racist attacks, attempted suicide or suicide, fires and natural disasters.

Guidelines for staff who become aware of a critical incident are:

  1. Assess the situation.
  2. If people are at risk of harm, notify the appropriate emergency services (fire brigade or ambulance ) on 000. If police attendance is required the Principal must also be advised .
  3. Contact College Reception by dialing 9 (or 5362 2222 if calling from an outside line or mobile phone) to report full details of the incident.

No member of staff is permitted to talk to the media regarding a critical incident. All media contact must be via the Principal.

13. AFTER HOURS PROCEDURES
 

Where an emergency occurs after hours, you will not be able to contact College Reception so you must immediately call 000 and report it to the appropriate emergency service(s). As well, you must also notify the Campus Emergency Controller (Principal) or if he/she is not able to be contacted then either the Campus Manager or one of the College After Hours Emergency Contacts giving full details of the situation. Refer to Section 15 of this manual for details of the appropriate staff.

The standard procedures (according to the nature of the emergency) should then be used.

14. SUSPICIOUS MAIL AND PACKAGES
 
  1. If the item is unopened, do not open it.
  2. If you have opened the item and it contains powder, liquid, or other substance DO NOT HANDLE IT ANY FURTHER .
  3. Avoid contact with the substance, and do not touch eyes, nose or mouth.
  4. If possible wash hands and lower arms with soap and cold water.
  5. Place the item in a sealed plastic bag or cover with a large container such as a rubbish bin.
  6. Place any other items exposed to the mail or package in a second bag.
  7. Stay in the immediate area and prevent others from entering to reduce changes of contamination.
  8. Call College Reception on 5362 2222 and notify them of the situtation giving details of location etc.
  9. Await Emergency Services who will take on responsibility of the situation.
  10. Emergency Services will arrange decontamination of the areas exposed.
  11. Self decontamination should be conducted under the guidance of the Emergency Services.
  12. Evacuate the building when directed to do so, ensure that staff stay in the assemble area.

Identifying Suspicious Packages

  • Oily, stained, discoloured or smelly envelopes.
  • Protuding wires, foil or tape.
  • Excessive postage or wrapping.
  • Excessive weight.
  • Poorly identified addressee.
  • Lopsided or uneven envelopes.
  • Postage that does not match the return address.
  • Foreign or unexpected mail.

Emergency Services

A list of contact numbers for relevant emergency and medical services can be accessed here. When calling from internal telephones you can use the speed dial number. When calling from outside lines or mobile phones you must use the telephone number.

Please note that where there is a fire, medical emergency or other life threatening situation you should call 000 immediately . During office hours (8:30am - 4:30pm) you must also notify College Reception (internal 222/external 5362 2222) to report an emergency. They can provide immediate assistance and ensure that the appropriate organisations and/or local emergency personnel are notified.

Campus Based After Hours Contacts

A list of the campus based staff available to assist with an emergency after hours can be accessed here. When calling from internal telephones you can use the speed dial number. When calling from outside lines or mobile phones you must use the telephone number.

Please note that where there is a fire, medical emergency or other life threatening situation you should call 000 immediately. You should then notify the Principal, or the College Caretaker or the Resident Caretaker, if the Principal is unavailable.
